Japan slashes: Forget a 25% cut in CO2 emissions, now the target is a 3% rise!

The UN will not be happy about this. The global movement is falling apart.

Japan, third largest economy in the world, and the land of Kyoto itself, has dumped their ambitious plan to reduce emissions by 25% by 2020. Now they warn that their emissions may rise instead.

Cabinet members said on Friday they had agreed a new target with an updated time frame, under which Japan would seek to cut carbon dioxide emissions by 3.8 per cent by 2020 compared with their level in 2005. Nobuteru Ishihara, the environment minister, is to defend the goal next week when he joins international climate talks in Warsaw.

Japan’s previous target used an earlier and more challenging baseline: 1990, the benchmark year for the Kyoto agreement and a time when Japanese emissions were lower. Compared with that year, Japan said in 2009, it would cut its emissions by one-quarter by 2020.

The new target announced on Friday represents a 3 per cent rise over the same 30-year period – a difference from the previous goal that is about equal to the annual carbon dioxide emissions of Spain.

The email below documents one part of that self-fulfilling cycle where the taxpayers and citizens get screwed, corporates and politicians win, and the environment is irrelevant. The Greens ought be ashamed their naivety and ambition was so easily gamed by the real powers-behind-the-scenes.

Robert Bradley Jr. was working for Enron in 1998, and saw Enron lobbying for profits in the green sector. Bradley’s name was on the “to” list of this email below (perhaps with the wrong address because it did not arrive). He only saw the email when another man asked Bradley what he thought of it, and Bradley asked him to forward the message.

Good news. The talented strategists left the UNFCCC team before COP17 in Durban. The A-graders saw the trainwreck coming and moved on.

Everyone knows it’s a herculean task to get 190-odd countries to sign anything, and with a typical pragmatical approach the UN drafting team have gone for … not just a new “International Court” (crikey!) but rights for Mother Earth (can we be sued by a rock?), and oh boy, the holy grail, the whole kit and caboodle … we demand Peace On Earth, and a Partridge in a Pear Tree, as Part 47a, and starting by morning tea tomorrow.

The End Game of the Great Global Warming Myth draws closer

With impeccable timing the Australian Government is snatching defeat from the jaws of what could have been a glorious victory. Just as Gore, activists and then Hansen admit they lost, the infighting among the big scare campaign begins, the EU pulls the pin on Kyoto, and UK news outlets are asking if a Little Ice Age is on the way…

No one in officialdom is admitting the science has changed, or that they got it wrong, but the world is behaving as though it no longer believes.

What are the odds? Today the Australian Government is voting on the “Clean Energy Bill” (which will henceforth be known as the “Costly Energy Bill”) and at the same time the EU is saying: Enough! The big boys have to play or we are out. Which means the impossible trio of USA, China and India need to sign up to Kyoto II.

They might as well have said: “It’s all over for us. Kyoto II is dead”.

Italy caught emitting 10 times as much of a potent greenhouse gas

HFC-23 is 15,000 times as potent as CO2 in the greenhouse gas stakes. It’s only made by six factories in the whole of Europe.

Given that, you would think that they’d have this one esoteric compound completely tracked, measured to the nth, audited and cross checked, right? After all, how devastating would it be if governments can’t report something as simple as HFC-23 accurately, how could they possibly expect to run a global trading scheme on a gas like CO2, which is not just made in hundreds of factories, but thousands of cities, millions of cars, and billions of animals. Well, if you thought someone somewhere had a handle on those numbers, get ready to be corrected. Not only did people think it was a good idea if countries self-assessed their emissions, but they trusted those countries to accurately report numbers that millions of dollars of payments rested on, and nobody was looking too hard over their shoulder.

Who has been emitting twice as much HFC-23 as they admitted? That would be the whole of Western Europe. Italy, apparently, has snuck out 10 times as much.

Breaking News: World’s third largest economy bails on Kyoto II’

“Japan will not inscribe its target under the Kyoto protocol on any conditions or under any circumstances.”

Japan is the third largest economy in the world. In absolute, unequivocal terms it has just announced it will not be extending the Kyoto agreement.

It’s hard to see how a carbon trading scheme can continue to grow when major emitters are pulling out.

“The delicately balanced global climate talks in Cancún suffered a serious setback last night when Japan categorically stated its opposition to extending the Kyoto protocol – the binding international treaty that commits most of the world’s richest countries to making emission cuts.

The Kyoto protocol was adopted in Japan in 1997 by major emitting countries, who committed themselves to cut emissions by an average 5% on 1990 figures by 2012.

However the US congress refused to ratify it and remains outside the protocol.”
