ABC: Let’s pretend base load power doesn’t exist, call it a dinosaur. Who’s in denial?

The new phrase that must be neutered is “base load”. It’s like kryptonite for renewables!

Nick Kilvert at the ABC helpfully provides a no-hard-questions mouthpiece and tells us Base load power is the dinosaur in the energy debate.

To serve the Australian taxpayer he quotes a Professor Vassallo, Chair of Sustainable Energy Development (USyd), and CSIRO Energy Director Dr Glenn Platt. Just in case they weren’t green and biased enough he also interviewed Professor Blakers, director of the ANU Centre for Sustainable Energy Systems. Finally he turns to Dr Mark Diesendorf, who is apparently just some guy at UNSW with a team of modelers. (Kilvert doesn’t give us his title, but a two second search suggests he works at the “Centre for Energy and Environmental Markets“. Perhaps it was an oversight, or maybe Kilvert was feeling guilty that every single person he quoted has a career in sustainable energy). Glenn Platt — by the way, is not just “Energy Director” but is described at The Conversation as leading the Energy Transformed Flagship research centre at CSIRO. So that’s four green academics, no one from the coal industry, no skeptics, no other engineers, and no one involved in managing a grid.

Green management of the South Australian grid scores another big success for the environment:

SURGING power prices are pushing South Australian dairy farmers such as James and Robyn Mann to go off-grid.

The Manns’ electricity costs have more than doubled in five years, from about $200,000 per annum to $500,000.

Due to the high prices, the family will this summer switch to diesel power to run their 116-stand rotary dairy and 14 irrigation centre pivots at Wye in the lower south east of South Australia.

The Manns are among Australia’s top 10 dairy producers, in terms of volume, milking up to 2300 cows and producing 19-21 million litres annually.

If only South Australia had more “cheap” solar and wind power, their electricity might be as low cost as the coal-fired Victorians:

Their move comes as South Australia’s dairy lobby has calculated the state’s dairy farmers paid about 40 per cent more for power than their Victorian neighbours last season.

The Mann’s are definitely going diesel this summer, but may set up a mixed solar-diesel-battery plan in the long run:

Within 5 minutes a wave of hot water systems switch on in SA adding 250MW of demand to the grid

We are creatures of habit. Look at the spike caused at 11:32pm as something like 27,000 hot water tanks in South Australia suddenly switch on to use cheaper off-peak electricity. This spike is entirely due to pricing plans. It’s entirely avoidable too, but at least it’s predictable. “Scheduled”.

This peak, allegedly, is only a problem if SA is “islanded” — meaning if it can’t rely on the coal generators in Victoria.

Yesterday people were asking why the South Australian demand was peaking at 1am (and why two hours were strangely missing from that graph). “Hot water” is the answer (at least to the first part).

What other heavily subsidized industry brags about its ability to provide a product for one quarter of the time it’s needed? Vale sunny-day-solar!

Pick a day, an hour, and what are the chances solar will be there for you? A lot less than one in four, because last Monday’s peak in South Australia was an all time record. Every day in the last year was worse.

And so much for cheap… the price when solar power peaked was still close to $50/MWh. Compare that to most of the years of the national electricity market operating when average prices were $30/Mwh.

The price dip at 6am (the black-line bottomless gully), has nothing to do with solar, but was caused by wind power. Far from being useful, essential, or productive, solar and wind power are playing havoc with a normal market, destroying the chance for cheap, reliable energy to find a place. As long as we force the market to accept this non-dispatchable supply, we are actively punishing reliable power. What investor in reliable energy would look at this and head to South Australia?”

SA reduces blackouts by closing Holden Factory

It’s a creative South Australian solution to an unstable, expensive grid: close large factories and have less blackouts. If they can close enough, it’s guaranteed to succeed:

Part of the soon-to-be vacated Holden factory in Adelaide is about to be transformed into a temporary power station to help stave off load-shedding blackouts this summer.

But the car industry’s closure will help the authorities manage the risk of blackouts in another way.

The exit of a once powerful manufacturing sector will see the state using less electricity, particularly during the all-important summer peak.

The information is contained in the latest Electricity Forecasting Insights published by the Australian Energy Market Operator (AEMO).

Electricity cost train-wreck arrives in Australia

Something very “seismic” has happened to our electricity prices.

Paul McArdle of WattClarity goes through each state looking at quarterly trends and prices, and remarks that things are going “off the chart”. We had some electricity crises in Australia in the last 12 months, and 2016 was a significantly more expensive than all previous years bar the major drought year of 2007. But ominously, prices haven’t come down in what should be a “normal” quarter. In Tasmania there was a crisis last year when dams ran dry, and the undersea Bass cable broke. But this quarter, prices are only $3.20/MWh lower than the crisis levels of Q2 2016 despite water in dams and a working cable to Victoria. Something has gone seriously wrong with our electrical grid and market. In both Victoria and South Australia prices are higher on average than any previous April-June quarter in the 19 year history of the National Electricity Market. In Queensland and New South Wales, prices are at the “second highest”.

AEMO Report blames renewables: SA Blackout due to lack of “synchronous inertia”

The Final AEMO Report on the big-SA Blackout deals up some hard truths, and contradicts its earlier claim that the “energy mix” didn’t matter. The key theme here is about the system inertia. The Blackout on Sept 28 last year was an accident waiting to happen, and it wasn’t storm damage to lines that caused it. The blackout would not have happened if wind power had not been so dominant.

The transition to a 35% wind powered system left the SA grid very vulnerable. On Sept 28 last year, the safety settings on wind turbines were overly sensitive and when voltages “bumped” the turbines shut off suddenly, but those shutoffs hit the system too fast, and that caused the interconnector to shut off too, sacrificing SA to protect the rest of the national grid. The settings themselves are not the main issue — because they can be changed to prevent a repeat. It is a fixable problem — what is harder to fix, is the lack of inertia, and the sheer complexity. Gottleibsen: Australian Energy Crisis “criminal” with 75% chance of blackout

Robert Gottleibsen in The Australian a couple of days ago has investigated our energy crisis, and discovered our old centralized grid design is quite likely to fall over next summer in an incredibly expensive way. It’s nice that he did some research and even talked to engineers:

The looming crisis is much worse than I expected. Three state governments, Victoria NSW and South Australia, have vandalised our total energy system. The Premiers of each state clearly had no idea what they were doing and did not sit down with top engineers outside the government advisers to work out the best way to achieve their objectives — whether that be an increase in renewables or gas restrictions.

He warns that it is potentially criminal:

I have been alerted that in the 1995 Federal Criminal Code under Section 137.1 in Chapter 7 there is a section entitled ‘Good administration of government’.

Me? I remain a cynic (not that I’m a lawyer). The legislation has been there since 1995, threatens 12 months in prison for “misleading information”. It can’t be this simple.

SA Blackout: a grid crippled by complexity

South Australia suffered it’s fifth blackout in five months last week. The AEMO report on that incident came out today. There are lots of faults, errors and small problems, and one overriding theme — it’s too complex:

AEMO (Grid market managers) thought they’d have more wind power. It fell to only 2% of “total output.” There was a computer glitch which “load shed” more people than necessary. Oops. SA Power Network apologized today. Demand was higher than expected. The gas plant generators at Port Lincoln were ““not available due to a communications system problem”. (Whatever that means.) That was 73MW out of action. One turbine at Torrens Gas plant was out for maintenance (120MW gone). Another was running 50MW low because of the heat. (Seriously, these machines operate at hundreds of degrees and work at 35C but not so well at 42C? (Or whatever it was). Color me skeptical. Perhaps some grid engineers can comment and tell us if this is normal?

So in a modern renewable grid we have variations in supply and demand that are of the order of the average grid load and at the whim of The Wind. What could possibly go wrong?

Here in Oz, political lives are in turmoil. Suddenly “load shedding” is the topic de jour, and there are hit lists of suburbs in the firing line. It’s a long list. Welcome to your green future.

The language is ramping up. The SA state government is talking of a “dramatic intervention in the electricity market”.

The plans are “advanced” but they apparently don’t know what that intervention is. It could be a script for “Yes Minister”:

Premier Jay Weatherill said the plans were well advanced, and all options remained on the table.

“One option is to completely nationalise the system,” Mr Weatherill said.

“That’s an extraordinary option. It would involve breaking contracts and exposing us to sovereign risk and the South Australian taxpayers to extraordinary sums of money. “It’s not a preferred option but we’re ruling nothing out at this point.”

Even if there were no more blackouts in SA, how much stress is added by not knowing if the electricity will be cut off without warning? How many people are preemptively running air conditioners early or all day?

Yesterday 90,000 customers lost power in SA (making it Blackout Round 5 since the big one last September).

This time it was due to load shedding.

The Federal Government needs to take urgent action to improve its energy policies before the rest of Australia falls victim to the type of large-scale blackouts experienced in South Australia, the Australian Energy Council has warned.

It’s not just that renewables muck up the electricity supply (with frequency and instability issues), they also drive a pike through the energy market. These are two separate disruptors. We’ve seen inexplicable spikes in power prices in SA in seasons when it shouldn’t happen, but this might be a new form of volatility. Wind power produced 900MW earlier in the day, but that fell to below 100MW within 6 hours (which is not that usual, see the post yesterday for the graph). The problem, apparently, was that no one thought it was worth turning on their generators?

Rolling blackouts ordered in Adelaide as city swelters

Widespread power blackouts were imposed across Adelaide and parts of South Australia with heatwave conditions forcing authorities to impose load shedding.

About 40,000 properties were without electricity supplies for about 30 minutes because of what SA Power Networks said was a direction by the Australian Energy Market Regulator. — The Australian

Premier Jay Weatherill blamed the AEMO for not ordering a gas power station to come online.

Electricity prices spiked to $13,440 MWh. Total demand was about 3,000MW. Things are expected to be the same tomorrow.

At 6pm tonight wind power was producing less than 100MW (about 7% of its rated capacity):

More bad luck for South Australia, yet another blackout, 300 powerlines down, 125,000 homes cut off

A fifth of South Australia lost power yesterday due to a nasty storm.

You would think with all the climate models predicting more of every kind of extreme weather that South Australia, of all places, which is spending millions to prevent this sort of weather, would have upgraded their transmission lines to cope with it? Then again, maybe the models didn’t exactly predict these, not-so-extreme 120km/hr gusts.

Still Adelaide has a good desal plant to help them cope with climate change.

That wasn’t the case back in 1948 when a cyclone went through.

Roofs were blown off, flash floods occurred and a frigate washed ashore in 1948. (Click to read it all).

For the poor people of the west coast of SA, this may be their fourth blackout in four months. Some had another blackout last week due to lightning and a wind gust of “up to 111km/hr”. It doesn’t look like this has anything to do with renewables, it appears to be inadequate infrastructure and probably the return of a natural weather cycle (Adelaide was hit by a cyclone in 1948, widespread damage in 1954, much damage in 1927, and in 1910 and 1916):

South Australia: blackout costs $367m, normal electricity twice the price, reserve shortfalls coming in January

Comforting to know that hundreds of millions were saved because the SA blackout hit at 4pm:

The results of a comprehensive survey of Business SA members of the impact of the September 28 blackout released today also found many did not have business interruption insurance and, of those who did, more than half were not covered for losses resulting from the outage.

The overall financial impact on South Australia was a loss of $367m but, in occurring late in the trading day, the effect of the blackout was lower than it would have been if it had happened first thing in the morning.

“Considering 70 per cent of respondents had power restored within 24 hours we are looking at a cost of close to $120,000 per minute for business in the state,” the report found. –The Australian

Apocalypse On. Trump appoints climate denier in charge of EPA. “Threatens planet!” like Nazi, ISIS, arsonist.

It’s an eco-Worriers nightmare. Donald Trump appointed the man who’s been suing the EPA as its new chief. Scott Pruitt The Oklahoma Attorney General has been a leading figure in working to stop Obama’s EPA’s Clean Power Plan, an executive order that tried to circumvent Congress.

Trump heard Al Gore’s best arguments on Monday and acted accordingly.

Pruitt obviously knows the worst flaws of the EPA and in detail. He might even be able to get the EPA to tackle real environmental problems instead of fake ones. Who could be better? (Marc Morano, Nigel Farage? Hard to say).

Donald Trump will name Oklahoma Attorney General Scott Pruitt, an ardent opponent of President Barack Obama’s measures to curb climate change, as head of the Environmental Protection Agency, a Trump transition team official said on Wednesday, a choice that enraged green activists and cheered the oil industry.

Trump’s choice of Pruitt fits neatly with the Republican president-elect’s promise to cut back the EPA and free up drilling and coal mining, and signals the likely rollback of much of Obama’s environmental agenda.

More blackout damage — Alcoa smelter to run at just 27% capacity for up to six months

The fallout from the small blackout last week will cost jobs and reduce production for months to come. In Victoria, the Alcoa smelter in Portland was hit at the same time as 200,000 customers in South Australia. But the short power outage meant that hot metal turned solid at the smelter, damaging equipment. One potline is totally shut down, the other hobbles along.

Manager of Portland Aluminium, Peter Chellis, said crews had been working tirelessly to stabilise the plant since it was taken offline.

“Obviously a long power interruption freezes the metal, and when you bring the power back on that creates what we call ‘burn offs’,” he said. “So we’ve been taking the pots that can’t be fixed out of circuit, and at this point in time line two is looking quite stable.”

He said the smelter was operating at just 27 per cent of its capacity. “At the moment we haven’t started to work on any scenario other than stabilising the plant,” he said. “But I think in three to six months we can turn around lines one and two.”

SA irrigators, farmers turn to generators for electricity stability

Irrigators and farmers are buying diesel generators to secure their power supply, as price and stability issues continue to plague South Australia’s energy grid, industry experts have said.

Susie Green, head of the state’s apple and pear grower and cherry grower associations, said some farmers were now investing in generators for stability. “More and more I’m hearing that people are looking at forms of back-up generation for irrigation pumps and all different systems around their orchards,” she said. — ABC

One more cost to add to the price of wind and solar powered electrons. It’s not just the cost of a blackout, it’s the dollar volatility too. As the spot price soared to $13,000 MWh power companies tell irrigators to turn off their pumps.

How much capital is tied up in fuel and generators that are bought as insurance against government mandated grid failures which are themselves the price of “insurance” against the weather changing.

It was only 200,000 “customers”, only for an hour or so in the middle of the night. But yet again the Great Green Experiment that is SA ran out of electricity. Olympic Dam (the largest uranium deposit in the world and fourth largest copper deposit) was not operating properly for four hours. A fault at the Victorian interconnector meant 220MW of load had to “shed” — a fancy term for throwing the switch so the whole system didn’t break. SA was “islanded” — cut off from the rest of the national grid for about 3 hours, and clearly it can’t make it on its own. Total power lost was about a fifth of the SA grid.

Remember, this has absolutely, definitely nothing to do with the last blackout or renewables says the SA Energy Minister:

Mr Koutsantonis said there was no way renewable energy generation in SA could be blamed for the loss of power.

Victoria paying big to drive at breakneck speed to repeat South Australia’s blackout

Victoria is driving down Blackout Drive. They have reports from South Australia up ahead, they know where the road goes, but the state is paying for the first class ticket on a trip to RiskyGrid.

Victoria has 5.7 million people, over three times bigger than South Australia. Right now SA relies on the Victorian grid stability to keep running, and gets up to 800MW of reliable electrons from the state-next-door. But Victoria wants to add more wind power — theoretically the equivalent of a big coal fired plant (like Hazelwood).

Tom Quirk and Paul Miskelly looked closely at the numbers and patterns and see the writing on the wall. To help expensive, unreliable, intermittent green energy survive the government subsidizes it by around 9c per KWhr (bear in mind the wholesale rate for coal fired power is 3 – 4c per kWhr.) The government also demands retailers have a 12.5% mix of renewables, and that they accept most electrons from wind power whenever and wherever it is available.
